Construction Management I



“How does the owner-driven team design a project development process that ensures meeting the critical quality, time & cost goals?”


This workshop begins with strategic planning and programming for the project, and runs through the pre-construction process during design. Real life case studies and problem scenarios will be used. 


Combined with Construction Management II, these 2 workshops will provide the owner and their key project team with a flexible framework and decision-making process that help move projects smoothly through all phases.


Learning Objectives 

  • Ensure that essential quality, time and cost targets are met, through an effective development process.
  • Learn to utilize a flexible framework and decision making process during:
    1) Strategic planning for a project.
    2) Programming phase.
    3) Pre-construction process during design.

Instructor Bios

Robert Reihl, CHC, CIM, LEED AP, Facilities Director, State of Connecticut Department of Public Health Laboratory

Mr. Reihl currently holds the position of Facilities Director, at the Connecticut Department of Public Health Laboratory, in Rocky Hill, CT. Mr. Reihl, has more than 30 years of construction industry experience across all business sectors and has played a critical role in the construction of some of Connecticut’s most complex life-science and biotechnology facilities, as well as a number of critically acclaimed science and research buildings on the state’s university campuses. Mr. Reihl is a consensus builder and an established leader, within the A/E/C community, who provides senior-level executive oversight for assignments involving planning, programming, constructing, and establishing operations, of major capital building projects. He is a Certified Healthcare Constructor (CHC) and a Certified Industrial Manager (CIM).


Kemp Morhardt, Architect, Principal at The S/L/A/M Collaborative

Kemp A. Morhardt has over 20 years of architecture, engineering and design/build construction experience. Since joining SLAM in 2005 he has specialized in managing large public school projects such as the Metropolitan Business Academy High School, The Waterbury Career Academy and the Hartford Capital Preparatory Magnet School. 

SLAM is a 190 member architecture firm with offices in Atlanta, GA - Boston, MA - Glastonbury, CT - Syracuse, NY. A fully integrated multi-disciplinary firm, we offer architecture, planning, interior architecture, landscape architecture, planning, structural engineering, and construction services.
