
Joyce Topshe

Joyce has had an impressive and diverse career in facilities, construction, development, and government. Since joining Wesleyan in 2000, her team has completed more than 1,000 projects totaling more than $300 million, resulting in a dramatic transformation of the 2.9 million square foot campus of 330 buildings. She has been an active and important resource to the Construction Institute for many years where she serves on the Board of Directors and on the Education Committee.
As Associate Vice President for Facilities at Wesleyan, Joyce oversees a $28 million annual operating budget and $40 million in annual capital projects. Her responsibilities include managing facilities planning, design, construction, real estate, buildings and grounds, and environmental health, sustainability, and fire safety. She has led many initiatives including a 5-year strategic facility masterplan, a new fire safety department, a new sustainability program, a multi-year major maintenance planning process, and a campus-wide ADA plan.
Joyce's academic achievements include the Harvard Graduate School of Education, Institute for Leadership in Education, a Bachelor of Science in Civil Engineering from the University of Hartford, an Associate of Science in Architecture from Roger Williams College, and multiple OSHA certifications. In addition to numerous industry organizations, she serves as a member of the Plumbing and Piping Work Licensing Board of the State of Connecticut, the Board of Directors of the Middlesex Chamber of Commerce, and the Building Committee of the Middlesex Chapter of the American Red Cross.
