The construction industry will be heavily impacted by several recent changes in the State and Federal public construction programs, general economic bad news, changing contracting methods and greater oversight and compliance.  With the implementation of a new CM at Risk for DPW and UCONN, what will this mean when procuring professional services for the A/E or the CM?  How is the industry coping with the newly appointed State Contracting Standards Board and the reauthorization bills governing both UCONN and the Dept. of Education – new contract documents, the new rules for LEED, expanded prequalification measures, new safety training requirements, architectural standards of practice, and the threat of a new False Claims Act in 2008.  And how do we prepare for the new lower bid prices in the coming market? 

The industry has much to learn and little time to digest and prepare for the new public construction environment.   

With these new legislative and administrative initiatives presening new challenges for both public agencies and the industry, we hope to have each agency official address their new policies and procedures and discuss implementation plans.  The other big focus will be on projects coming up for bids in 2009 and what we can expect in the release of funding from the Bonding Commission.
